EU customs must have someone who has pulled out the file on Glucosamine and Chondroitin again. Regulation 2002/994/EU is the culprit which is all about fishery products.  Glucosamine from shellfish has been no problem to import as long as you have a Vet Certificate. Now they seem to be picky about the actual producer needing to register with the EU  like fish oil producers have to.   I believe this is incorrect and that Glucosamine is exempt from this. I did have an email from the Food Standards authority to this effect. However as you know if you have to easily find a ruling from the EU and the FSA you can waste a lot of time and end up kicking the dog at home. ( note to self , buy a dog ) .

It is all to do with Port Health and protecting the consumer. Funnily enough if you import chondroitin or glucosamine in tablet form and in packs ready for retail there are no vet/health checks at EU customs. So much for protecting the consumer then.
